The World Volunteer Web, an initiative by United Nations Volunteers, has a review of a panel at a conference in 2007 that considered how volunteers strengthen NGO accountability. The resulting article, Do volunteers strengthen NGO accountability?, is a great example of why an organization should never say that volunteers are involved to "save money" (which means they involve volunteers rather than pay staff), and why, even if an organization has all of the money it needs to hire all the paid staff it needs, it should still reserve certain tasks and roles specifically for volunteers. This is an excellent article that should be read by anyone who promotes volunteer involvement.
